Teacher Incentive Allotment (TIA)

In June 2019, the 86th Texas Legislature passed House Bill 3 (HB3), which was signed into law by Governor Abbott establishing an optional Teacher Incentive Allotment (TIA).  Two of the goals of the program are to provide incentive pay to highly effective teachers and to retain effective teachers, especially in rural and high-poverty level schools. 

 

National Board Certification

Earning the National Board Certification will give an automatic designation of Recognized.  See below for more information.  TEA will provide reimbursement for teachers to complete this certification process through the district.

Local Board Certification

HB3 provides districts with the ability to develop a local designation system that includes both a teacher observation and a student growth measurement.  These local designation systems must be submitted to TEA for approval and includes a period of data collection which must be validated by Texas Tech University.   

While teachers may begin pursuing the National Board Certification immediately for designation, the development of the local board designation system requires significant planning and stakeholder engagement prior to implementation.
