Liberty ISD is committed to providing a safe and secure environment for students, staff, and our community. In an effort to accomplish this goal, the district provides a comprehensive security program. Our Safety and Security personnel work closely with each campus and local public safety agencies on contingency planning and ensuring the proper response of necessary emergency services. This partnership stands ready to address any situation that may arise.

School safety is a shared responsibility. We want to encourage staff, substitute teachers, parents, and students of the importance of reporting all safety concerns through this anonymous reporting system, to a trusted adult, or to a school administrator. Research shows that those who wish to do harm to others often tell someone about their plans. It is often assumed that “someone else” has reported a concern, or it is believed to be something minor, and that it is probably nothing to be concerned about. Despite this assumption, we ask you to report it anyway and to never assume that someone else has done so. Telling someone saves lives.

Policies and Procedures

We are proud of our schools and welcome visitors. In order to protect the security of our students and staff and the learning environment at our schools, visitors must adhere to the following guidelines:

 

  • All visitors to campuses must report to the primary entrance, present a government-issued photo ID, sign in, state the reason for being on campus, and obtain approval from the principal or designee. 
  • All visitors will be screened via the Raptor Visitor Management System before being granted a visitor badge and access to the facility. 
  • All visitors to school campuses shall wear a visitor name badge provided by the school office for the duration of their visit.
  • Visitors who wish to disseminate information to students or staff must comply with District board policies.  
  • Media representatives shall arrange visits to school campuses with the Campus Principal or the Central Administration Building.
  • Visitors must wear appropriate attire when visiting District schools.
  • A request for a parent and/or others to visit a classroom must be approved by the teacher and the principal. Approval shall be subject to the classroom activities scheduled for the day of the requested visit and must be conducted in accordance with District policies.
  • Due to privacy issues, videotaping in the classroom by parents is not permitted. Exceptions shall be granted only by the superintendent or designee.
  • Visitors who fail to comply with any of these guidelines and/or District policies may be prohibited from visiting the school and other District Facilities.

Unauthorized Persons: Refusal of Entry, Ejection, Identification

Section 37.105 of the Texas Education Code provides that a school administrator, school resource officer, or school district peace officer of a school district may refuse to allow a person to enter on or may eject a person from property under the district's control if the person refuses to leave peaceably on request and:

(b)  Identification may be required of any person on the property.

(c)  Each school district shall maintain a record of each verbal warning issued under Subsection (a)(2)(A), including the name of the person to whom the warning was issued and the date of issuance.

(d)  At the time a person is refused entry to or ejected from a school district's property under this section, the district shall provide to the person written information explaining the appeal process established under Subsection (h).

(e)  If a parent or guardian of a child enrolled in a school district is refused entry to the district's property under this section, the district shall accommodate the parent or guardian to ensure that the parent or guardian may participate in the child's admission, review, and dismissal committee or in the child's team established under Section 504, Rehabilitation Act of 1973 (29 U.S.C. Section 794), in accordance with federal law.

(f)  The term of a person's refusal of entry to or ejection from a school district's property under this section may not exceed two years.

(g)  A school district shall post on the district's Internet website and each district campus shall post on any Internet website of the campus a notice regarding the provisions of this section, including the appeal process established under Subsection (h).

(h)  The commissioner shall adopt rules to implement this section, including rules establishing a process for a person to appeal to the board of trustees of the school district the decision under Subsection (a) to refuse the person's entry to or eject the person from the district's property.

  1.  the person poses a substantial risk of harm to any person; or
  2. the person behaves in a manner that is inappropriate for a school setting and
    1. the administrator, resource officer, or peace officer issues a verbal warning to the person that the person's behavior is inappropriate and may result in the person's refusal of entry or ejection; and
    2. the person persists in that behavior.

Emergency Response

Providing a safe learning environment is the district’s top priority. Liberty ISD has adopted the Standard Response Protocol (SRP), a nationally recognized emergency response methodology that is action-based, flexible, and easy to learn.

Throughout the school year, schools will conduct practice drills during the school day to ensure that all persons are familiar with their roles and responsibilities. Additionally, all schools have identified secondary sites and reunification (student pickup) procedures in case it becomes necessary to evacuate school premises. If a safety situation occurs, the district may utilize parent letters, Skylert messaging, the district website, and local television and radio stations to communicate information to parents.

About Standard Response Protocol

The Standard Response Protocol was developed by the “I Love U Guys Foundation”, a Colorado-based non-profit which was started after the founders lost their daughter in a 2006 school shooting. The SRP is based on the response to any given situation not on individual scenarios. It rationally organizes tactics for response to weather events, fires, accidents, intruders, and other threats to personal safety. By standardizing the vocabulary, all stakeholders can understand the response and status of the event.


Parents are urged to stay home and await instructions from the district anytime SRP-based protective measures are being utilized to ensure the safety and security of students and staff.

During a Secure or Lockdown, traffic routes around the school must remain clear to allow for arriving first responders. Both of these SRP-based actions will result in an increase in police presence as the circumstances are investigated. In addition, no one is allowed in or out of a Plano ISD facility during a Secure or Lockdown. Parents congregating near the front entrance of a Liberty ISD facility during a Secure or Lockdown may create additional perceived risks for responding police agencies while the credibility of a threat or hazard is being evaluated.

Evacuate, Shelter, and Hold actions are typically resolved in a very short amount of time once a hazard has passed or has been determined to be a non-issue.

District Safety Committee

  • The School Safety and Security Committee is a working group of diverse individuals that serves the members of LISD by helping create and maintain a safe and secure school climate and culture for staff and students. 

  • Include but are not limited to:

    • Participate in the development and implementation of the district’s emergency plans by ensuring they are consistent with the district’s EOP and reflect the specific campus, facility, or support service needs that exist.
    • Provide, periodically to the board of trustees and district administration, recommendations to update the district’s EOP according to the best practices.
    • Review each report the district submits to the TxSSC to ensure it contains accurate and complete information regarding each campus, facility, or support service, and follows the criteria established by the TxSSC.
    • Consult with local law enforcement agencies on how to increase their presence near district campuses. 
  • The committee is comprised of both internal and external stakeholders, including members of the School Board, PISD executive leadership, local law enforcement, emergency management, and fire personnel, as well as campus administrators, teachers, and parents.

  • The Safety and Security Committee meets once during the fall semester, once during the spring semester, and once during the summer months.
